Summary

President Luthor has Qurac on his hit list, and heaven help any hero who stands in the way! Now Superman finds himself in a living nightmare as his fellow Leaguers fall one by one to Lex's executive order: support the war or be "neutralized!"

Controversy

Released in the summer of 2003, this issue drew a lot of criticism due to it's parallels with the real world decision to invade Iraq, which took place months earlier. Because the story used President Lex Luthor to voice the pro-invasion position, several critics argued that Kelly was hijacking Superman to make a partisan attack on the Bush administration. Kelly defended himself by saying "this story is much more about indecision and feeling persecuted for questioning the government than a direct slam on Bush."
